Parent State's Approval While Forming New State

Till 1955, in Article 3, it is mentioned that, when there is a state separation, the state's consent should be taken. It was changed during state reorganization that, union government does not need to take state's consent. The reason is, there were 550 princely states, and everything was going to be changed in building new India, and it is difficult to take state's consent for each and every small change. Near the border of any two states, if both the states claim it as part of their state, it becomes difficult to get the consent of that states. For that reason, they have amended the constitution so that, union government can reorganize the states without their consent. But, not to split the states like they want.

There was a discussion in Sarkaria Commission on whether it is must to take the consent of the parent state before separation or not. They mentioned that, union government should take the opinion of the state in separation. They also mentioned that, since, no state was formed without taking the consent of the parent state, they left it assuming this question won't arise. That is the spirit of the constitution. In one case, they may do it. But, that becomes precedent for the country. Tomorrow, if Delhi government does not like Karnataka, they would split into two. If they don't like Narendra Modi, they would split it into three. Is this the way for India to move forward?

Why Cannot Seemandhra Develop its Own Capital?

Most of the politicians are destroying India. But, once in a while, we get very good politician who fixes everything so that, even after he leaves the office, still for many years, the state/country will be in a better state. After a good person leaves the office, many people would try to get their share of the profit from the development done, and fight for that. Nobody bothers about continuing the same development.

The fight with Hyderabad is also very same. Many people say that, Most of the development is done by the private people and not by the government. There is no evidence that, Seemandhra people developed Hyderabad. So, Seemandhra cannot claim on the ownership of Hyderabad. And also, Seemandhra is going to get more money. So, it can be developed much better etc.

But, all these are never the root causes. The root cause is always, the bad policies of the government and not any other reason.

There are many arguments around whether Telangana people developed Hyderabad or Seemandhra people or people outside the state. "Who developed it" is never a question. Since, it is a capital, it has to be developed. In general, most of the development comes from the private organizations and private people. Again, it does not matter, from which area they have come. The other argument is, since, the development is coming from private people, a new capital can be developed with private organizations/people, and infrastructure can developed with the money that the new state gets. So, Seemandhra does not need Hyderabad.

The private investment can come only, if the government is good and it encourages the development. But, unfortunately, in India, we get one leader in one generation, who develops the state/country, and rest of the time, we just survive with what that good leader had done for the state/country.

If anyone wants to start a small school for 6th class students, the no.of approvals that they need to get from the government is huge. For very small things also, there are lot of dependencies with the government. If the head of the state aims to develop the state, everything would move fast. Otherwise, everything would stall. If the state is formed, and the CM is not for the development, then the situation would be worse, and the state will not have anything other than what they already had.

Not only the state government, but, also the union government should support for the development of the state. If Seemandhra wants to modernize Vijayawada airport or to make it international airport, union government must give full support. If Kurnool becomes capital, then, it must have good train connectivity (I am not asking for airport). Railway department has very bad history in this (since independence).

If the state government or union government is not for the development of the state, but for their pockets, then the state would be doomed, because of lack of infrastructure and developed city. Since, most probably, the next CM is not going to develop Seemandhra, the people of Seemandhra do not want to lose Hyderabad.

If we have good governance and free market economic policies, all these problems will not even exist. Since, we don't have them, Seemandhra is fighting for Hyderabad.

People can say that, if they elect a good leader, it would solve all the problems. But, if Seemandhra people ask the same question, there will not be any need to separate the state in the first place.

If Telangana Movement Continues the Same way They Get Telangana

Till some time back, I used to hate KCR and his supporters. After I moved out of Telangana, I changed my opinion. Now, I say, KCR and Kodandaram should take the movement in the same way for next 3-4 years, and then the process for the separate state should be started.

My main worry and the worry of other people who are from coastal andhra and rayalaseema is Hyderabad. Till 1996, the present costly areas in Hyderabad like Madhapur, Kondapur and Gachibowli were either forests or hills. After Chandrababu Naidu made a mistake of developing Hyderabad, instead of developing Kuppam, Chittoor, or Tirupathi which are very near to Chennai, KCR started the Telangana movement, and Telangana people are demanding separate Telangana with Hyderabad. Everybody is ready to form a separate state with all the backward districts. But, KCR and his supporters never want that. They want separate state with their chosen districts and Hyderabad exclusively. If anyone demands the capital exclusively, it is plain robbery.

Recently, I realized that, if the movement continues for another 3-4 years, then coastal area people will not lose anything.

Till 2004, the land rates between Vijayawada and Guntur were very less. After that, they almost touched sky. All the real estate agents, used to say that, Telangana state may come at any time, and capital would be formed at Vijayawada. You will get 10 or 20 times to what you buy now. Whenever TRS won in the elections (They contested almost every year since 2004), the land rates used to go up significantly. When they lost, it did not go down significantly. Telangana movement helped people to get better price for the land they have.

Since, Andhra people's main worry is, they are not interested in losing the developed area, the Telangana supporters decided to make it undeveloped. Once Hyderabad becomes undeveloped, andhra people will not ask for Hyderabad. Then, nobody would object for Telangana, and a separate state would be formed.

Telangana - Why Nobody Introduces Private Bill?

Many leaders (MLA/MPs) of Telangana are saying that, the government should form separate Telangana state. They are saying, they are trying their best to get separate state as soon as possible. Few leaders go to the extent of saying, they are doing everything democratically. They also ask to put the bill in the house.

I would consider a person is sincere in his/her efforts, only if he/she is going to do everything possible within their powers and then go and ask others to support their cause. If someone is not doing their duty, and ask others to do it, it means, they are not sincere and they are doing everything for the publicity sake.

The people who say, "democracy", should understand that, to form Telangana state, the parliament has to pass the bill for separate state. As a protocol, the parliament expects the bill to be passed in the parent state before partitioning the state.

Even a single MLA/MP can give notice to the speaker to introduce any bill. But, it may not be honored. But, if 10% of the MLA/MPs give notice to the speaker, the bill has to be introduced in the house. Then, the members of the house will have to take the decision on the bill.

Why cannot the supporters of Telangana introduce a private bill? Are they not getting even 10% of the supporters of the bill? In A.P. Assembly, 10% of the members is 30 MLAs. In Telangana, there are 119 MLAs. Even if exclude Hyderabad, it has 95 MLAs. Out of those 95 MLAs, even if 30 MLAs are not ready to sign on a private bill, how can they bring Telangana state, which requires support of 147 MLAs?

To introduce a private bill, there are no restrictions. Any MLA can introduce without losing their seat. But, if the bill is introduced, and the party issues a whip, then they have to vote according to the whip. Otherwise, they will lose their MLA seat. When the MLAs are not signing on a bill, by which they do not lose their MLA seat, would they take risk of losing MLA seat by not following the whip?

If they do not even have support of 30 MLAs, which is close to 1/4th of Telangana MLAs, then they do not have any right to talk about Democracy.

Lagadapati Rajagopal is in 5th place in the present Lok Sabha in introducing maximum no.of private bills.

KCR is in the 2nd place and Vijaya Santhi is in 4th place in the MPs who have least attendance in the Parliament. Unfortunately, A.Raja has been in jail for a long time and has taken the first position in this. Otherwise, KCR would have beaten him very easily. KCR had to attend parliament once in a while, because, if he is absent for a long, then he would lose his MP seat.

If anyone suicides in the name of Telangana, except few top leaders of the Telangana movement, nobody gains anything. It is not going to change anything by anyway. It is only loss to them and their family.

Partition of State/Country

When Pakistan wanted separate state, almost no leader of Congress liked that proposal. The Congress people and the Hindus did not want the separation. But, they had to accept the separation, because of Jinnah and Muslim League.

After 60 years, if we see in retrospect, as in Indian, I feel it was a good idea to separate the country. [By the way, I am not at all supportive of the riots that happened after the partition.] In the 60 years of Independent India, there was only 19 months period, when the Democracy was not honored. Other than that 19 months, rest of the time, the Democracy was honored in India, and only those whoever were elected by the people, ruled the country.

In 60 years of the Pakistan's history, half of the time, it was either ruled by the Military or was in Emergency. The basic democracy was not honored for more than 30 years in Pakistan. I don't have full details of the life of the people in Pakistan. But, I feel, the life of the people in India is much better than the life of the people in Pakistan.

When there was partition, the extremists moved to Pakistan. Another important thing is, with the partition, India scrapped the separate electorate based on the religion. Had Pakistan be not separated, India would have been forced to keep separate electorate based on the religion and also would be forced to introduce reservations based on the religion, which would have created many more problems, as if the existing problems are not enough. By partitioning the country, India got ridden of many bad things.

In retrospect, Partitioning of India may not be a bad idea.

After seeing the hatred of the people in Telangana and their movements, I feel, if the same thing continues, it would be better to give separate state, even by losing Hyderabad. May be after a decade or two, we may realize that, the separation was good for us.

Neelam Sanjeeva Reddy on Deficit Budget in Andhra

The following is the speech of Neelam Sanjeeva Reddy (then Deputy Chief Minister of Andhra) on 1st Feb 1956 in Andhra assembly.

Separate Telangana supporters are saying, Telangana has surplus budget. They are saying, their revenue would reduce, if it merges to Andhra. It does not make any sense. Can we say that, any state in India has surplus budget? In all the states, we have so many problems. We don't have enough education, health facilities or roads. When the country is backward in all the fields, it is a mistake to say that, we have surplus budget.

Without doing any work and without providing any facilities to the people, keeping Rs.4 crore surplus is not at all an achievement. I am proud that, Andhra is in deficit. We are doing many things which even Madras state is also not doing. Since, we started many schools and colleges without thinking about the revenue and income, we are in deficit budget. We are getting lot of revenue from electricity and if we don't start these schools and colleges, we would have lot of surplus budget. Hyderabad is not starting any schools or colleges and that's why, it is in surplus budget.

Deficit Budget - Surplus Budget

One state has surplus budget and another state has deficit budget. By this, can we say that the first state is better than the second state?

There are two organizations of equal size. One is having huge profit, and another is having minimum profits. Can we say that, the first company is better than the second company?

Except those who understand the economics, many people think that, the first state or organization is better than the second state or organization.

For any state or organization, the way to check the health of the economy is not, whether the budget is deficit or surplus, or the organization is in profits or losses. One should see the growth and the investments that it had made which can give good returns. If the state or organization has invested in fields which can give very good returns, then even if it has deficit budget/less profit, it would be better than the other state or organization which has surplus budget/more profit, but has not invested anywhere. A good entrepreneur will never keep surplus budget or profits. They will always invest that money somewhere else for better returns in the future.

Amazon is a very good example of an organization which has less profits, but economically good. They never work to meet the present quarter's results, and never meet the expectations of the Wall Street. They work only for the long run and invest significantly for the long term business. Because of that, their profits are small. It is not the company to invest to get short term gains. But, if anybody is looking for long term gains, it is one of the best companies.

During the formation of Andhra Pradesh, the Andhra state had deficit budget, and Telangana state had surplus budget. By showing that, people of Telangana always criticize Andhra people that, Andhra people robbed Telangana. They had huge money and Andhra depended on them. If we look little deep in that, it would be clear that, Andhra had invested in much better way and Telangana did not invest properly.

The growth of a state mainly depends on the education of the people and infrastructure in the state. If a state invests in education and infrastructure for the state even by getting loan, that would always give very good returns. Even if they have huge debts and is in deficit budget, still that state would be considered as having strong economy.

At the time of formation of Andhra Pradesh, the education level of Andhra is way higher than the education level of Telangana. [I think, this may be the only one which everyone unanimously agree including Telangana and Andhra People.] That's the reason why, Telangana people felt that, they would lose their jobs, because, they cannot compete with Andhra people. That's why, they brought Gentlemen Agreement, and many other bills, so that, Telangana people are secure.

At the time of formation of Andhra Pradesh, many areas of Andhra had electricity, and that was one of the biggest revenue generator for the state government. Whereas in Telangana, only 7 towns and 11 villages had electricity in 1957. The agriculture in Andhra was way ahead than the agriculture in Telangana. In Andhra, people were using the electricity for agriculture, whereas that was not the case in Telangana. The infrastructure is very less in Telanagana when compared to Andhra.

Andhra had invested money in Education and infrastructure a lot and that's why, it was in deficit budget. Whereas, in Telangana, they kept all their money without investing anywhere. That's why, they had surplus budget. It does not mean that, Telangana is richer than Andhra. If both are kept as two separate states, Andhra would have been many times superior to Telananga. Unfortunately, they are asking to separate the state, after significant investment flew to Telangana from Andhra.

Andhra is the Reason Behind Every Bad Thing in Telangana

  • Telangana lost so much land for the industries. It is all because of Andhra people.
  • All the educational institutes are started by the Andhra People, and it did not give any scope for the Telangana people.
  • Andhra people are coming to Hyderabad and doing business here, and robbing our place.
  • ...
  • ...
  • Someone in Telangana failed in the exam. It is because, Andhra teachers intentionally failed those students.
  • Someone is suffering from fever. It is spread by the Andhra people.
  • ..
  • ..
  • and many more

Telangana people are so much aggressive in criticizing Andhra people for everything. But, they are not criticizing Andhra people for one thing, which they should.

in the initial days, the Telangana movement was sponsored by the Coastal Andhra real estate people. By bringing the Telangana movement, the real estate between Vijayawada and Guntur, and in Visakhapatnam has grown up like anything. The prices of the land and many other things have increased more than 10-20 times in just 10 years. There was direct correlation between the movement in Telangana and the prices in Coastal Andhra.

The real estate people show stars in the afternoon saying, We get Telangana in few months. After that, Andhra would get capital between Vijayawada and Guntur, where Government has 10,000 acres of land. There are only two other places in the entire Seemandhra where Government has 10,000 acres of land at one place. So, the capital would surely come here only. Once the state is separated, you cannot buy even an inch of land. So, better buy the land now itself. This way, they will show you heaven in your palm.

With the Telangana movement, Telangana people are suffering like anything, and Andhra people are using the same thing to increase the prices of everything in coastal Andhra. The beneficiaries of the Telangana movement are Andhra people. One person was saying, Andhra people are very good at doing business. Whatever may be the situation, they will do the "appropriate" business, and there is no need to worry about them. We need to worry only about the people of Telangana. Unfortunately, Telangana people are not realizing it, and they are not listening to others.

CM From Telangana

One of the main points of having separate state for Telangana is, it is ruled by the people from Andhra area, and not from the Telangana region.

In the Independent India, most of the Prime Ministers and "Super" Prime Ministers are from Uttar Pradesh. But, consistently Uttar Pradesh has been in the bottom of the Human Development Index and in every other measure. Does it say anything to the supporters of the Telangana movement?

The rule of having CM from one region and Deputy CM from another region is not at all constitutional. This rule in the gentleman agreement may work only for the national parties like Congress. But, it does not work for the other parties. The main leaders who headed the regional parties are from Seemandhra including NTR, Nadendla Bhaskara rao, Chandrababu, Dr.Jayaprakash Narayan and Chiranjeevi. When they get majority in the assembly, why would they give CM post to someone from Telangana? Does it make any sense? NTR and Chandrababu did not have Deputy CM for their own reasons. When NTR was the CM, initially Nadendla Bhaskara Rao was number two in the party, and later on Chandrababu became number two. Both are from the Seemandhra region. Chiranjeevi got only 18 seats in the last general elections. Out of 18, it got only 2 seats in the Telangana region. For hypothetical purposes, let's assume, it had contested in the elections with the manifesto of United Andhra, it would have got many seats in Seemandhra and 0 seats in Telangana. In that case, how can they give Deputy CM to person from Telangana? Let's suppose, if it gets only one seat in Telangana, do they have to give Deputy CM to that one lone MLA?

Another thing that I could never understand was, the definition of a Telanganite. The leaders like NTR, Nadendla Bhaskara Rao, Chandrababu, Dr.Jayprakash Narayan and Chiranjeevi had stayed/have been staying in Telangana area for more than 15 years. Still, they are not considered as Telanganites. The present CM Kiran Kumar Reddy was born and brought up in Hyderabad. Still, he is not considered as Telanganite. But, KCR who hailed from Bobbili is considered as "pure" Telanganite.

This rule of Gentlemen agreement is not constitutional and is not valid in any court, and this rule is applicable only to Congress and to no other party.

Telangana 1969 - Sending Employees Back

In 1969, during the Telangana Movement, one bill was passed by the Andhra Pradesh Government. That bill says, all the employees from Andhra region, who are in Telangana would be moved back to Andhra region. All the posts in Telangana would be filled by the employees of the Telangana region only. If no suitable person is available, then the post would be kept as vacant, and will not be filled by people from Andhra region. This issue has created a big impact mainly for the teachers in the Telangana region.

Who lost by this bill?

If the teachers in schools and colleges are moved back to Andhra region, and if the corresponding posts in Telangana are kept vacant, it is a disadvantage only to the people of Telangana, and never for Andhra region. If Telangana people do not study, they only will suffer. After few years, if the people from Telangana do not get jobs (because of the lack of education), they cry on Andhra people saying, they had stolen their jobs.

Telangana - L.K.Advani

After L.K.Advani started talking about Telangana in his Jana Chetana Yatra, people started criticizing him by pointing out BJP resolution in Kakinada. I don't accept their criticism.

In 1998, in Kakinada, BJP passed a resolution of 1 vote, 2 states. They promised that, they would give separate Telangana, if it comes to power. But, when it came to power in 1998 and in 1999, it did not give Telangana. Because, Chandrababu Naidu was giving support and he did not want to separate the state.

For any person, their first priority is always sustainment and their promises comes only after that. If they cannot even sustain, there is no question of fulfilling the promises. Without Chandrababu, they could not form the government. If they don't take the support of Chandrababu, they cannot fulfill any promise, leave alone Telangana. By taking the support of Chandrababu, they could fulfill many promises except Telangana.

I would not criticize L.K.Advani for the above reason. But, I criticize him for the below reasons.

During 1999 elections, L.K.Advani said, there was no plan to give the separate Telangana state. The reason he gave was, for all other new states, the capital was far away from their places. Whereas, for Andhra Pradesh, Capital is in the middle of Telangana. So, there is no need of giving separate state.

He understands the importance of the Capital. Now, why is he taking the capital away from Seemandhra? Why is his point no longer valid now?

The following is the excerpts from his auto-biography, My Country My Life:

Aware of the division passions that this issue (formation of new states) had evoked in the past, and aware also of the strong possibility of similar demands arising in the future, I enunciated a sound guiding principle to go ahead in this matter: for Parliament to consider any specific proposal for the formation of a new state, the legislative assembly of the parent state should adopt an enabling resolution to give its consent.

Now, L.K.Advani is demanding to pass the bill in the Parliament without passing in the assembly. Is it not directly contradicting to what he wrote in his book?

While replying to the debate in Parliament after the enactment of the legislations for the reorganization of the three states, I said, 'No one party should claim credit for the creation of the states and I would commend both Houses of Parliament and all political parties, particularly the main opposition party (Congress), and constituents of the ruling alliance (NDA), for the smooth passage of the Bills'.

This was a good example of how consensus-building, rather than confrontation, can yield the desired results.

Now, what is he doing? Is he building consensus or confrontation?

Eventhough, I have lot of respect for L.K.Advani, I could not support him on this issue.

The Root Cause of the Telangana Movement

There is only one person who is the root cause of the Telangana Movement. He is Nara Chandrababu Naidu. Because of his mistakes, now Andhra Pradesh is suffering.

Had Chandrababu developed Kuppam, Chittoor or Tirupathi, instead of Hyderabad, nobody would have bothered about asking separate state. Even if Telangana people had asked, it would have been given immediately, and there would not have been any fights. [Telangana people say that, even before Hyderabad was developed, there were movements for the separate state.] It is purely Chandrababu's mistake for developing Hyderabad, eventhough, he very well knew that, there was Telangana movement in 1969. He thought, it would not come back again, because, in 1972, when Andhra people agreed for the separate state, Telangana people rejected it.

Because of Chandrababu's mistakes, now people are suffering.

Telangana Movement Should Continue to Get Separate Telangana

If the Telangana Movement continues the same way for the next few years, then they will definitely get Telangana with unanimous support.

Andhra people's main worry is, they do not want to lose the developed area (Hyderabad). If the Telangana movement continues in the same way, then Hyderabad becomes undeveloped. After that, Andhra people will not have any objection in separating from Telangana and Hyderabad, because, there is no gain by staying together. Since the Telangana supporters want only separate state, and absolutely nothing else, so, they can easily get separate Telangana by continuing the movement the same way. After continuing the Telangana movement for few years, even if they do not want to have a separate state, Andhra people will start Jai Andhra movement, to have separate Andhra.

For those who do not know the history, in 1969, Telangana movement came and after suppressing it, in 1972, Jai Andhra movement came. If KCR and Kodandaram continues the same way, either they will get separate Telangana or there will be Jai Andhra movement in couple of years.

Murders By Telangana Supporters

Two days back, one of my acquaintances went for counselling for P.G. admissions in Hyderabad, and was not allowed to attend counselling by the Telangana supporters. That student never lived in Coastal Andhra or Rayalaseema, and that student's parents also did not live in Coastal andhra or Rayalaseema in the last 30 years.

If one student is not allowed to counselling, then they would lose one year. If they stop 40 students, it means, they are destroying 40 years of people, and it is equivalent to killing one person.

In this case, Telangana supporters have done a murder, but, unfortunately no media covered it. However, the media covered the suicides of some ignorant people in the name of sacrifices for Telangana.

When United Andhra supporters destroyed the government property in Dec 2009, the court has given punishment of 10 years imprisonment to them at very fast speed. Whereas, for Telangana supporters, entire assembly (except one MLA) asked to withdraw the cases, and the cases did not even go to the court.

Some time back, one Telangana supporter commented that, Andhra people would be happy to construct buildings on the graveyards of Telangana people.

My reply to that is,

If anyone is going to destroy my life or the life of my close friends and relatives, then I will be more than happy to construct graveyards for them, irrespective of whether they are terrorists, militants or Telangana supporters.

If Lord Krishna gives special powers, I would like to eliminate all the people who have done direct/indirect murders in the name of separate Telangana. If not, I would like to become Yama Kinkara (the one who punishes people in Hell) and will punish all these in my own way, so that, they will not forget it for atleast for one life of Brahma (31,536,000,000,000 human years).

Excerpts of Sri Krishna Committee's Report

Therefore, after taking into account all the pros and cons, the Committee did not think it to be the most preferred, but the second best option. Separation is recommended only in case it is unavoidable and if this decision can be reached amicably amongst all the three regions.

The Committee discussed all aspects of this option and while it acknowledges that there will be certain difficulties in its implementation, on balance, it found it the most workable option in the given circumstances and in the best interest of the social and economic welfare of the people of all the three regions.

Reading a committee report is definitely not like reading a news paper or a book.

Does Separating Telangana State Solve Law and Order Problem?

For those who prefers to have Telangana state just to escape this law and order problem in A.P., they should know that, if Telanagana state comes with Hyderabad as part of it, then there will be another movement for separate Hyderabad state/union territory. If Hyderabad is made as a separate state/union territory while giving Telangana state, then there will be another movement to merge Hyderabad into Telangana.

Separation of the state will not solve the law and order problem. It is better to take the correct decision rather than trying to solve the problems created by the stupid politicians.

Cheating in Business Vs Cheating in Captial

You and your friend wanted to start a business together. You started the business informally without much legal formalities, since, you believe your friend. After couple of years, when the business is at it's peak, your friend thrown you out of the business by paying peanuts. Since, your friend handled most of the legal formalities and everything was under his name, you cannot even take him to court. Essentially, you lost everything.

How do you want to criticize him? Do you want to beat him or kill him? Please keep that anger for few more minutes.

People of different areas together developed one city and that city started generating lot of revenue for the entire state. Now, the people surrounding that city want a separate state for themselves so that, they get exclusive rights on that city, and other people will lose their share on the revenue of that city.

This scenario is exactly same as the above scenario. If you had become angry by reading the first scenario, please show the same anger on the people who are looting in the second scenario.

Interview with Vundavalli Arun Kumar And Jaya Sankar


There was an interview with Vundavalli Arun Kumar and Jaya Sankar in Sakshi about Telangana and United Andhra. Vundavalli Arun Kumar clarified all the points raised by Jaya Sankar about Telangana.

Few points in the interview: The text in italics is my commentary.

Vundavalli: There was Telangana movement in 1969, and In 1972, when we had Jai Andhra movement. During that time, there were four Chief Ministers from Telangana. (P.V.Narasimha Rao, Velagam Jangala Rao, Chenna Reddy and Anjaiah). Why did not they give separate Telangana, when we ourselves asked to separate the state. It was Telangana leaders that made us united.

Jaya Sankar: 68.5% of of Krishna River flows in Mahaboobnagar. 70% of fertile land is in Telangana. If we take the catchment area of the river, Telangana should get 68.5% of water. If we take the fertile land, we should get 70%. Bachavath tribunal gave 811 TMC of water to A.P. But, Telangana is getting only 100 TMC. Similarly, 79% of Godavari river is in Telangana. How much are we getting?

Vundavalli: I live on the banks of Godavari, and had seen many floods. When there are floods, I used to feel like, why Telangana people do not stop some water and take it. Every year, more than 3000 TMCs of water is flowing to the sea. Why don't they take that water? The reason is, in telangana, the height with respect to sea level is very high.

If the height is very high, then water has to be lifted. (It is very expensive to lift the water to the height of Telangana area.) Because of less height, even if coastal areas do not want to get water, still, we get lot of water. That is the reason, why there were no projects in Telangana, and many projects on Krishna and Godavari rivers in Coastal areas.

The irrigation area in 1956 and 2004 are as follows (in Lakh acres).

Telangana - 17.51 (1956) - 45.29 (2004) increased by 27.78
Coastal - 41.8 (1956) - 69.98 (2004) increased by 28.18
Rayalaseema - 9.07 (1956) - 16.23 (2004) increased by 7.16

The increase in the irrigation area is almost equal in Telangana and Coastal. In Rayalaseema, the situation is very bad, because of the height with respect to sea level.

Once the Jala Yagnam is finished, then Telangana would get water for another 57.56 lakh acres, Coastal gets 26.47 lakh acres and Rayalaseema gets 20.18 lakh acres. With that, the total irrigation area in telangana would be 102 lakh acres, Coastal - 96 lakh acres, and Rayalaseema - 36 lakh acres

Jaya Sankar: Telangana gets more than 50% of the revenue from excise, forest, mines etc. From the area or population wise, we should get 42%. But, we are not getting our share.

Vundavalli: If we take GDP Growth Rate, Per capita income, IAMR Reports, Human Index, Literacy rate or anything, Telangana is not backwards. For example, lot of water is required for producing rice. Godavari and Krishna districts have been in the first place for a long time. According calculations of FCI in 2009-10, after godavari districts, Kareemnagar is in third place. Nizamabad and Nalgonda are equivalent to Krishna district. If we take the districts which produce least, they are Visakhapatnam, Chittoor, Kadapa, Ananthapur, Prakasam. In the first 5 places, there are three districts of Telangana. In the last 5 districts, there are no districts of Telangana. Telangana is not backwards, and saying that United Andhra is the reason for its backwards is not at all true.

Jaya Sankar: Just take the G.O. that was released four days back. Nabard released Rs.130 crore to Andhra and Rayalaseema, and Rs.9 crore to Telangana. How many times do we have to beg them to give what we should get?

Vundavalli: Neither Central Government nor State Government have rights to spend money in whatever they want. Wherever the money is spent, there is Public Accounts Committee that manages this money. That is headed by opposition party member. That committee has right to validate all the proposals. Probably, the numbers that he is mentioning may be correct. Sometimes, few areas get more funds in few G.O.s and at other times, other areas get more funds. I can show you 100 G.O.s where Telangana got majority of funds. But, can we say that, only Telangana got entire money? For Nabard funds, we are yet to spend lot of money, and talking about it right now may not be correct.

Jaya Sankar: We are always looted in everything including jobs, funds, water etc.

Vundavalli: Was there any cabinet without ministers from Telangana? Did not we conduct elections in Telangana? Did we stop anyone from Telangana in anything? If something did not happen as expected, who should take the responsibility? Are the elected leaders in Telangana not responsible for that? Now, KCR is talking about Telangana. What did he do when he was in a prominent role in TDP at the time of NTR and Chandrababu? If he had really demanded then, atleast few would have solved by now. Did he talk even once about problems in Telangana before forming the party in 2001?

Jaya Sankar: Movement is not just by KCR. We have been doing it for the last 50 years.

Vundavalli: How many times, have you tried to solve the problems of Telangana in democratic way?

Jaya Sankar: Nobody cares even Supreme Court Orders. No need to speak of normal MLAs. Don't you know about the situation of Telangana? Do we have to ask specifically?

Vundavalli: Corruption, Cheating, Looting etc., are there in all the places. It is not specific to Telangana. There are many things done to reduce those. We are somewhat successful in that. That's why this increase in Human Index Rates. There are poor people everywhere. They can be from Vijayanagaram or Anathapuram or Adilabad. Government never considered the people from Coastal, Rayalaseema and Telangana regions differently. But, this has been colored and started injecting into people of Telangana that, "Coastal area people are looting Telagana people".

KCR is a Member of Parliament. He should raise the issues in Parliament. Instead of raising the issues there, he had chosen to do fasting and made the situation so bad. In my opinion, after 2009 elections, he faced problems everywhere. Whether is in the people's judgement, or from their party members. He wanted to be in limelight, and took up this. He knew that only with Telangana movement, he would be observed, and took up this fasting.

Jaya Sankar: Why did Hyderabad became capital of United Andhra? Since, they did not have a capital, and told us that we would have all the rights. That's why we allowed them. Now, they are saying that, they developed the capital, and are asking for making it as union territory. If we have to do that, then make Mumbai, Kolkatha and Chennai as Union territories first, and then ask for Hyderabad.

Vundavalli: When we say, Hyderabad is the capital, it means, we came to your home. For the last 50 years, we thought it as our capital. Eventhough we had problems in 1969 and 1972, still we are staying peacefully till 2000. Everyone knows that Telangana movement is strong in Telangana. But, you should not say that, you would move andhra people out of Telangana, or you would destroy andhra hotels, or you would stop andhra people from making movies.

There is a big difference between Mumbai, Chennai and Hyderabad. When Andhra state is formed, Telugu people had asked for a separate state, and that's why Andhra had to give up Chennai. When Gujarathis asked for a separate state, they had to give up Mumbai. Now, Telangana people want separate state, they are asking andhra people to give up the state. This is ridiculous. If we allow this kind of separation, and if the same thing repeats, then the country would be in very bad situation. For example, Telangana takes Hyderabad completely, and Andhra people formes the capital at Kurnool. After few years, if Rayalaseema people asks for separate state, do coastal area people have to give up capital again? If the same thing happens, and if we form capital at Visakhapatnam, and then if north coastal people demands for a separate state, do South coastal people have to give up the capital again? This is not sustainable. If anybody is asking for a separate state, they have to give up the capital. It should not be made even as Union Territory. The capital should exclusively belong to the people who are not asking for separate state.


Jaya Sankar: To develop the film industry, we gave land, water and current. According to government rules, the land should be used only for the given purpose. But, the andhra people are making it as real estate, and artificially increasing the prices. Because of that, now, we cannot buy any land. They did not encourage the artists of Telangana. Even there also, there is dynasty rule. Don't we have handsome people? Are they heroes, and are we fans? That's why these riots.

Vundavalli: That's why do you stop movie shooting, and destroy everything? There is government in India. Government should take action according to the rules. This is not the reason for riots. This is only an explanation for the riots. The only reason is, they are andhra people. It is absolutely wrong for a political party to support these riots. If we have these many problems even before division, what would be the situation after division?

Does Jaya sankar think that, the producers have so much respect for all the people of andhra, and give chance to only andhra people as the main artists? There is nothing stupid than that. If I am making a movie, without any second thought, I would give main roles to the people I like. Not the favorites of Jaya Sankar or KCR. Most of the time, the people I like would be in my relatives or friends. If I am from andhra, most of my relatives also would be from andhra. If I am from Punjab, then most of my relatives also would be from Punjab. Does he think that, when Allu Aravind is making a movie with a budget of Rs.40 crore, he should give chance to a Telangana person instead of his brother-in-law's son?

Jaya Sankar: This movement is going for the last 10 years. Did we do anything before. Now, only they are doing. Why? Because, they cheated us. If anyone normally comes and stays here, then we welcome them. What we are saying? If you come here for living, we will save you. If you try to rule us, we don't allow you.

Vundavalli: Maoists are extremists. They take lives of people. If you also say that, your philosophy is also same, then there is nothing that I can say. You say democracy, and then you do riots, and then you only say that, you would save us. How is it correct? Who are you to save us? In this country, anyone can go and live anywhere. If you are saying that, you would save in Hyderabad, it means you have created an environment, where one cannot live in Hyderabad. The sentence "We will save you" is itself dangerous. For better administration, we can separate. If you ask andhra people to leave, then obviously, there would be a question of Hyderabad. If you see the history, when andhra was separated from Madras state, people in Madras did not feel insecure. Even now, there are many andhra people in Coimbatore. Till some time back, even the MP there also was of Andhra. When Andhra was separated, there was problem with only language. But, there was no insecure feeling. But, the same thing (security) is not there in Hyderabad. That's why this became the main topic. Otherwise, Hyderabad would have been one of many topics. The real democracy is, in front of crores of Telagana supporters, one person should be able to raise and say that, he would support United Andhra. In the same way, in front of many United Andhra supporters, one person should be able to say, Jai Telangana.

Some Contradictory Statements


Krishna and Guntur districts have the highest literacy rate, and has the highest pass percentage in the entire Andhra. Mahaboobnagar has the lowest literacy rate, and has the lowest pass percentage in the entire Andhra. That itself tells how backward Telangana is. So, we need separate state for Telangana.

Fine. We will send 1000 quality teachers from Krishna and Guntur districts to Mahaboobnagar. They will improve the education there.

No way. For any job in Mahaboobnagar, we need to recruit from Mahaboobnagar only. We cannot give our employment to Andhra people. These andhra people are already dominating in Telangana. Nobody is interested in implementing 610 G.O. We cannot give any more chance to them. Get lost.
